began in 2008 and District 2 are complete in 2012 12 bodies including the Office of the Prime Minister and 4 139 government employees will move there An official with Division 1 said When the Lee administration pushed its modified plan we wondered whether the city would become an administrative city even as we built the Prime Minister s Office The official went on to say Since the administration has decided on the original plan and work began on District 2 it really feels as if we are building now The Multifunctional Administrative City Construction Agency MACCA plans to begin currently underway on designing Stage 2 and 3 Groundbreaking begin in September on the construction of the Haengbok Apartments 500 units for low income locals Construction on Districts 1 2 1 4 and 1 5 trial complexes in front of the Government Complex is being delayed however as the 10 construction firms are asking for 80 4 billion Won in interest as of Oct 31 to be written off on land loans they have not paid on time The firms have played wait and see concerned about unsold apartments as the housing market s slump grew extended as the Lee administration pushed its revised plan Two firms including Ssangyong Construction canceled their contracts to purchase land The timing of the completion of the trial complex at 15 000 units is timed with arrival of government employees Because of this if construction is not finished on time it appears settling government employees and nearby merchants will run into difficulty The MACCA plans to resell the two plots of land whose contracts were terminated within the year and build a housing complex and use the rental space of the First Village Apartments as official residences The National Pension Service also plans to build 500 600 units of apartments Jeong Gyeong hee of the MACCA said We are trying to convince the ten construction companies to begin construction early next year at the latest and coming up with measures to settle people
