Can a detained student get education loan?

If I am detained at 6th sem, B.E., Computer Science & Engineering, can i get education loan for 7th sem? For my 7th sem fee and to buy a laptop? detained means failed, not allowed to enter into next semester without clearing some subjects.

1. Yes, you can at most schools. At mine you are allowed to fail one semester, but if you fail two you lose your financial aid.
