1. If asking yes you can be eligible for another loan.
2. You are eligible for federal student loans if you are a student making progress toward your degree. You don't have to pay off the loans to qualify for another one. However they will only loan towards your first bachelors degree, starting on a second would not be acedemic progress. If you have a bachelors degree and want to do more schooling then you need to pursue a masters or doctortate degree.
