1. no you always need a ssn for every loan so the government knows who their govong money too, and so they know hoe to find you if you decide to move without tellin them
2. no, thats how they track you down if you don't pay back your loan (NO lie). They also use it confirm your identity. To get a loan you generally need good credit and/or a cosigner with good credit. It's all about credit, it shows if you are trustworthy to throw thousands of dollars at and so they know you WILL repay them.
