education loan for diploma course from low ranking university?

I need education loan to fund my further education in new zeland. I Got admission in SIT Invercargill. Ranking of the college in webomaterix is 7881 and the course I am joining there is Post Graduate Diploma in Business Enterprises. Govt. banks are refusing the loan as it’s a diploma course and also the ranking is below 6000. I want to know is their and financial institute or bank in india which can give me a loan for this study????
