Will my U.S Direct Loans be awarded to me, when I go abroad for school?

I am going to Germany for my masters. While the tuition is incredibly inexpensive living costs, are not and will need my U.S Financial Aid Package for accommodations etc. The University is not listed as an option to be added to the FAFSA does this mean I can't go to the school at all? German schools don't exactly have a "Financial Aid Office" and I'm desperate for answers, and recommendations is appreciated
