Request to get Permanent Residence in Malaysia?

Hello, I have been leaving in Malaysia since I was 9 years old and now I'm 21. I took my PMR, SPM and also STPM here but I find it very difficult to further my studies to varsity since I'm consider a foreigner which means I won't get IPTA, PTPN, loan etc. All my education certificates are in malay. I don't even know how people in my country are like and consider myself as a Malaysian want to be a part of 'One Malaysia' but it's very difficult for me to do anything that I hope for.

I know they accept retired old people [if they are rich enough].
