My cousin has just completed his engineering course. Is there a way he can take up education loan now?

My cousin has just completed his engineering course. His dad some how managed to pay the college fees by borrowing money from friends, etc. Is there an option that he can avail an education loan now to repay for the money borrowed from friends?
