What do you think of my revised DREAM ACT draft. see below?

Look over whole draft before answering. I have asked this question before but MADE revisions based on things I have heard for other people. Have proof of having arrived in the United States before age 7 Have proof of residence in the US for at least 10 years prior to arrival Be between ages of 12 and 19 at time the bill is enacted [applicants are eligible for 6- yr conditional status] Under these guidelines, can apply for green card after successful completion, and 4 years to become citizens Have registered with selective service A. can not refuse an assignment or a call back to duty after an assignment has been finished B. if still in high school, have attended R.O.T.C. if service is the route you want C. Serve at least three-four years Have graduated from an American high school, or obtained GED, A. Must have a GPA of 3.8 upon graduation If attending college/university meet additional requirements for 4 yr program Must have a ACT or SAT Score that is higher than is required of citizens/legal immigrants A. GPA of 3.0 while in college and if fall below the person will be placed on PROBATIONARY basis to be decided upon at which person is allowed back into program B. Must pay OUT OF STATE tuition, even for community schools C. Not eligible for scholarships for first 2 years D. not eligible for pell grants or loans or work programs E. ONLY eligibility to work is at college/university until graduated F. If granted admission at college, must attend that school for minimum of two year before tramsferring Be of “good moral character” which DHS decides on Submits biometric information(fingerprints, photo) which will be shared with other countries Undergo security and law-enforcement background check Undergo a medical exam A. If shots are required, person can not refuse B. Fees for exam are set higher than for legal immigrants Other restrictions: 1. if committed one felony or three misdemeanors, DHS will decide if still eligible anymore than that is NOT deemed eligible for participation 2. If any at all. only a certain number of traffic violations can be accepted. such as parking tickets 3. Engagement of voter fraud or unlawful voting, of any sort ,NOT just for elections of candidates to office 4. Engagement in marriage fraud Disqualifies candidate 5. Abuse of student visa or other type of visa DISQUALIFIES 6. Persecution of crime while in US 7. Poses a public health risk 8. Non payment of taxes owed will DISQUALIFY Once person becomes a citizen there are 9. limits on chain migration of sponsoring spouses , children, siblings 10. Person is only eligible to sponsor a set number of people. People that are sponsored can not sponsor other relatives ,etc, even if they become citizens and the wait time for that is longer than normal Other agreements to consider DREAM Act 1. US will fortify its border fences and under agreement with Canada, will not allow for illegal immigrants to come into or out of that country. even through forestlands a. taking a boat to Canada from US across Great Lakes is prohibited 2. Participants who fail to meet any of their requirements are set to a PROBATIONARY status and must comply within a certain time frame to rectify themselves 3. After completion of program, all participants who were dropped to a probationary status will have a longer wait period for getting their green card than participants who were not placed on a probationary status. 4. Only health benefits that applicant can apply for are through college/university/military 5. Not eligible for food stamps or qualification under any government programs until they receive their green card 6. Participants can not leave the country unless serving in the military 7. Eligibility to leave country and come back is only after receiving first green card 8. People in program who fail any of the above will go back to original status and can be considered for deportation Other additions for consideration: 1. Supreme Court must deem program is constitutional before it can take effect. 2. Program takes effect 5 years after passage 3. Program is voted on by Congress to continue or not every 6 years 4. If passed, participants can not lobby congress to pass it again until they become citizens I made my revisions so that no one can claim amnesty is being offered for parents. This will not offer amnesty for any one over the age of 19 , but others can be sponsored This bill as I have stated will deport any participants who fail to live up to all qualifications. please respond to question positively I don't want to hear anything about AMNESTY in your response, only what you like like or dislike about draft. This bill is very rigorous and should hopefully satisfy any doubts about program not all schools/colleges/universities have to participate in accepting students Don't bother responding, I showed this to my mom and the first thing she said is that illegal alien students would not want to qualify under these conditions
