I live in NY, which bank has the best student loan?

I want a student loan with the lowest interest rate.... is citibank good? I have a Chase student loan and the interest rate it's around 8.25%!!! Thanks.

1. Get a FISL( federally insured student loan). It's a federal program, ask any bank how to apply. Or, call the department of education.
